I wasn't sure whether to include this, but it seems it was built and indeed sited in the forest somewhere. A sketch in 'A Sense Of Place: Sculpture In Landscape' by Peter Davies and Tony Knipe shows the piece, which looks similar to 'Willow Ladder' but was made out of oak rather than willow. It was perhaps a less successful prototype for the willow versions, but where it was sited is anyone's guess.
